Chapter II: The territorial integration of new prisons : a geographical and land-use planning approach
Gerald Billard. Chapter II: The territorial integration of new prisons : a geographical and land-use planning approach. Didier Cholet. Les nouvelles prisons : Enquête sur le nouvel univers carcéral français, PUR, pp.123-158, 2015, 275354073X. ⟨hal-05377302⟩
The territorial integration of new prisons must first be approached from a geographical perspective, as the phenomenon of new prisons is primarily a spatial shift that has a significant impact in terms of territorial planning. Only then will it be possible to measure the economic consequences of this shift more accurately. From a geographical perspective, our objective is not to question the strategy for locating new facilities across France: the national map showing the distribution of prisons is based on a ministerial approach that lies well above our research issue. Indeed, the purpose of the study is to identify the local conditions and issues involved in establishing a new prison in a given area. Beyond the urban planning approach and its morphological integration, which will be the first aspect of our analysis, the issue of accessibility will be explored in a second phase through the prism of the current relocation of new facilities to suburban or peri-urban communities. Finally, through the eyes of elected officials and residents, the issue of societal acceptability of new prisons will be debated at the municipal level.
